MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1927 film?

During the Cologne Carnival, a diabolical acts up beggar around Cologne Cathedral and a researcher at Brussels International Police in Cologne a curious pair of detectives called Napoleon Bonaparte Carolus Caesar Schmitz and Müller. Interpol Inspector Tom Wilkins is a man of a thousand disguises and masks. He is following in the footsteps of a gang of swindlers jewelry, disguising themselves as beggars for their misdeeds cointroducir front of the Cologne Cathedral. Under the guise of an Indian prince, Wilkins staying at the Hotel Excelsior, overlooking the cathedral. Here lies also the brains of the gang of criminals.
