MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1986 film?

Potter family just moved into a new apartment in a building in San Francisco. Besides this hideous creature, with a dark past, takes on the appearance of the baby to, in short, make your will through a magic ring that makes even the residents of the building on floors and fantastic creatures of their planet. The baby of the family, Wendy, down to the basement, where he finds an evil troll named Torok, which capture and hidden in the world came from.
