MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1998 film?

A boy wanders through the streets of Tokyo with a loaded gun. The weapon has been modified in this way intentionally miss the mark: the fear of dying and also a lifetime trauma are better punishments also death itself. His intention: to teach a lesson to those who think they deserve it. To be sure that the shot might miss the mark, the teenager wears a thick lenses that distort their eyes on the planet and its aim.
