MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2017 film?

An other-worldly story, set from the backdrop of Cold War age America circa 1962, where a mute janitor working at a lab falls deeply in love with an amphibious man being held captive there and devises a plan to simply help him escape.
