MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

Garret, a police inspector, is betrayed by a corrupt colleague presumed dead after shooting at him. His superior decides to be declared officially dead to give a new identity and can leach into gangsters to facilitate the arrest of the " bosses".
