MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1996 film?

The veteran New York City detective Jack Cole was taken to the police department of Los Angeles, where you work with Jim Campbell, a young policeman with very different methods to theirs. Together they begin to investigate a series of gruesome murders and strange rituals dyes ties to the Russian mafia and a powerful lord of city business.
