MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

A corrupt military on the streets puts an innovative and dangerous weapons. John Hery, a designer of weapons and even works for the U.S. Army, will become the only hope we have the desperate citizens to fight gangs that prowl its streets. It will have to do so with the help of an expert in electronics and the imagination of a metal worker. Both prepare a steel equipment with which Hery may face in a vicious war on the streets to stop the military.
