MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1998 film?

An illegal raid on a brothel. Detective Chief Bernie Kominak and also its counterpart Freddie teenager looking back through the trash of the town. Bernie has lost all faith in their profession. In addition, his private life is about to collapse. His wife must not tolerate their work and their son, psychologically unstable, he hates. Again, get another phone call urgent and must face a new case. In a desolate block of flats found the body of Georg Steinmann. Missing a part of his genitals and head also appears to have been crushed with a clarinet. Bernie is a yellow umbrella at the scene of the murder he disappears shortly thereafter. Later, Bernie distinguishes a teenager in a red coat carrying the yellow umbrella. When checking car registration, he learns that belongs to Anna Keller, an attractive divorced lady.
