MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1998 film?

Victor Kelly is a ruthless gangster and also a murderer, the " Scarface " from his generacióin. He is the leader of a band known as "Resurrection men" who in addition to his victims point where local fluid limits are marked with blood. Victor's cruelty makes him a local legend, feared and revered in equal measure. Lurking is Ryan, a reporter, driven by an obsessive need to discover the truth about the "Resurrection Men", which makes the risk to ignore to thereby his own life.
