MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1971 film?

A fugitive Nazi scientist, Dr. Muller, arrives in Mexico, South America abducted by the minions of Sebastian. Muller afraid it is a Jewish organization dedicated to apprehend war criminals which is found behind the kidnapping, but Sebastian says no, although they do now is to serve the power that defeated Germany and Hitler with the help of Western countries. Sebastian runs in Santo Domingo a training ground for spies and saboteurs. His plan is that Dr. Muller will brainwash Dominicans, using a secret drug designed by the Nazis. But first, Muller has to be cosmetic surgery to change his appearance.
