MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1959 film?

Roger is a big teenager, like a mad dog, leader of a gang of Sunday motorcyclists; his sister has to marry Marc, a motorcycle police brigadier whom his future brother-in-law speaks of as being the police prefect himself. Marc is given the mission to watch over the security of His Excellency Cucaragua, a Latin American plenipotentiary who has come incognito to sign an important treaty with France. A third power hostile to this treaty sends a whole network of agents to remove the minister and his diplomatic briefcase.
