MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1938 film?

A French army deserter, comes to Le Havre, a city permanently shrouded in fog, to escape by boat. Meet Nelly Panama home, a dive from the pier, and bonded immediately, she is a 17 year old teenager bullied by his guardian Zabel, a strange man who keeps dealings with a young team playing at being gangsters. One Nelly harasses and humiliates Jean. The suicide of a painter who frequents Panama house allows the deserter assume a new identity.
