MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1959 film?

When the governor of the prison in an imaginary country of Latin America is killed, his secretary, Ramon Vazquez, assumes the role of acting governor pending the arrival of the new president. Vazquez, an idealist, takes this opportunity to try to improve the conditions of prisoners and start a relationship with the widow of the former governor, Agnes.
