MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1957 film?

Nishida an impoverished student, moves into a squalid boarding near a base of the American Air Force, which incidentally runs a widow accustomed to the underworld, and also where families reside in the suburbs. The prostitution and black are the constants in the region and the lives of its residents.
