MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

It is the year 0123 of the Universal Century, the Earth Federation begins to weaken and rebel teams appear in the Earth Sphere to seize power. Crossbone Vanguard is a group led by the family aristocratic Ronah, who seek to control the space colonies because of their amazing and surprising attack tactics. Seabook Arno is a restless teenager engineering student living in Frontier IV, one of the space colonies of Side 1. But his peaceful life is interrupted by an attack Vanguard Croosbone their colony, where many of his friends die. But things do not change just to Seabook. Cecily Fairchild, a great friend of Seabook, finds it Ronah family heir, thus beginning a long journey for both young people in search of his destiny.
