MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2008 film?

We met Teito in 1949, the capital of the country, aristocrats monopolize most of the wealth is controlled. K-20, an enigmatic man with the ability to change his appearance, has become the rich in order to their murderers acts.
