MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1998 film?

The NYPD Detective Mike Logan, last seen being demoted to Staten Island after hitting a corrupt diplomat tries to solve the grisly murder of a prostitute, and thereby help regain his old job in Manhattan.
