MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

Carella and Meyer officials have serious trouble finding a serial rapist who has terrorized women in District 87 in Los Angeles. Agents urgently need a plan to stop the feet. And that's when aaparenta Eileen Burke, an ambitious and brave officer who wants to prove to herself and all women of the town who can stop the rapist. To do this, decides to offer himself as bait and begins a personal battle with the criminal.
