MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1959 film?

One of Metternich's diplomatic aides walks in love with a beautiful corset, before which has hidden his noble status, posing as easy servant of one of the conference attendees. Incidentally it is converted into Countess during a gala ball, alternating with none other than Tsar Alexander of Russia, and from here its tangles and lies are more complicated.
