MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1998 film?

Baxter is a small village in the middle of the desert with few inhabitants. Yet there is something that makes your step every stop: a giant ice cream cone and a water park unfinished, with water slides, boats and canoes. Young people, in particular Blue and his friends feel their lives are caught and are constantly trying to relieve their boredom, seeking a purpose for living. Everything changes when a truck carrying the secret ingredient of a brand of soft drinks crashes, spilling its contents and causing the death of the driver mysteriously. The village is full of researchers surrounding everything with a halo of mystery and becomes unexpectedly interesting. At the same time, meets Blue Skye, a young TV star who was traveling with his father but due to accident is trapped in the village.
