MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1998 film?

Alex can not exceed the brutal murder of his mother 20 years ago, and will continually come to mind scenes of that terrible event. Louis Seagram, the wicked murderer, just out of their sentences, and it seems that it returns to take revenge for testifying against him. A meeting of Alex and Seagram will force it to sink his car into the sea, making her escape and leaving him inside. But this is only the beginning of the return of the old Alex Fair Carnival, where his mother met the murderer 20 years ago and has been re-installed in the village.
