MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

The experiments of Dr. Victor Fries to preserve the life of his wife with cryogenic techniques originated a fatal mistake that made him Mr. Cool, a villain that your body needs to maintain freezing temperatures and will try to freeze all the inhabitants of the city of Gotham. In addition, the shy botany Pamela Isley was transformed in the course of an experiment in the terrible Poison Ivy that want to kill all the humans to regain their hegemony plants on Earth.
