MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1938 film?

Two blind people make their living working as masseuses in many spas. In one match a mysterious woman in Tokyo, which many suspect is guilty of the theft taking place in the inns of the spa. One of the two masseuses falls for the woman.
