MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

In 1997, the small Cheung is a nine year old boy who lives in an apartment block in Hong Kong, just before the reunification with China. His parents are always working at his restaurant, so Cheung spends time with her grandmother and her Filipino nanny, Armi. Cheung meets and comrade of a girl her age, illegal Chinese immigrant.
