MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2003 film?

Civilization has been destroyed by war and pollution, however instead humans have built even managed to survive the last resort ; Ecoban. Ecoban citizens have the need to continue creating this pollution to some extent survive. Most natural resources have been exhausted and Ecoban draws power from the pollution it generates. But a team of people think there are other ways to get energy so will face Ecoban citizens to clean the biosphere and to see the sky again.
