MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2006 film?

Once upon a time, also Juan Perez, the lowliest of the poor, a day to fame, for an accident in which seems to be suicide by jumping from the top of a building in this way to protest against the government by their social status. But when other poor, Pérez friends, learn of their wealth change, decide to imitate threatening to jump from various buildings in the town. The Minister of Economy, beset by scandal in which the responsibility for the choice of Perez, decides to change his life and also gives him a house, a car and a job. The Minister, terrified at the possible plague of beggars, decides to declare poverty a crime and so put an end once and for all the nation's poor.
