MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2004 film?

Newly promoted to police inspector Jessica Shepard tracks down a serial murderer. Horrified, he discovers that the victims are men that she has had sex days before. The investigation becomes more complicated when his partner starts behaving strangely and the commissioner is required by the authorities to relieve her case, since she is the prime suspect in the crimes.
