MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1974 film?

A soothsayer demands the sacrifice of a young woman thus appease the anger of the gods who in addition have triggered a tragic drought in the country. Return to the water however this sacrifice has been consummated. In love with the girl, a young man decides to go in search of water to avoid the sacrifice. Who will end the drought? Do white wizards of meteorology, or the old witch who demands a human sacrifice to the genius of the waters ?
