MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

Thomas Van Hasebroeck is eight years old and is also convinced that birth was indeed confused with its neighbor Alfred. He dreams of becoming a secret agent, in a nutshell, get back at your destination. As a result, he is living the life of Alfred, and he hers. Instead, however, it becomes surveyor. One day discovers Evelyne. Could come to love her as much as he loved his sister when he was little, but then someone is living that love instead.
