MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2000 film?

Tired of chasing gangsters in series, FBI agent Joel Campbell decides to retire: requests to opt-out and moves to Chicago. When a year later, a woman is found murdered in his building, Campbell recognizes the style of David Allen Griffin, a dangerous psychopath who persilideró for five years. Now seems to want to test him, giving clues about their next victims. Campbell will have no choice but to find the murderer before if you want to save lives.
