MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

For Tom teenager, middle-class family, seemingly cheerful, is a territory in which to boot battles are fought most unexpected. Bored and lonely in his new home in Devon, where the family has moved from London, Tom discovers the terrible secret they share their father and his 18 year old sister, Jessie. Isolated, confused by his anger young Tom is determined to discover the truth.
