MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

Tom is a reporter who is commissioned by the director of a newspaper to write an article about the huge disasters in this century. While investigating the photographs of the fatalities, he discovers that there is a person who appears in all of them despite the time elapsed between the cases investigated.
