MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2009 film?

TV Miniseries. Two chapters. A tycoon technology companies, supported by the government develops a project to control the weather, with the intention of changing the world. But his experiment threatening absolute catastrophe, throwing the world into destruction.
