MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1945 film?

Samuel Black died in the streets of New York. He has been bitten by a cobra, and the inspector in charge decides telegraphing his partner Charlie Chan for assistance in the investigation. However, the Chinese hound not only explores but ends up resolving the case, which involves a former gangster disfigured named Jan Van Horn, who fled from authorities in Shanghai, a private detective who is in love with a bank secretary, to a manager and also fraudulent bank president. As if the case of fatal bites off, a couple of thugs plotting to steal a safe through sewage tunnels that are so dislocated repeatedly investigated by the Son No. 3 and the friendly chauffeur Birmingham Brown color.
