MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1990 film?

Frank Daly, veteran police detective in Los Angeles, is in command of an elite unit formed by young and prepared three agents, who deal with more complicated cases. They walk the footsteps of a major drug dealer named Anthony Reece, but one night when they are about to catch him, the operation goes wrong and depart from the upper case. Daly and his men are not resigned to the situation and begin to investigate on their own.
