MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1965 film?

Murdered a young woman on the beach in Malibu. Professor Otto Lindsay suspects that the murderer is moreover a sort of mutant fish. However, his son Richard, who was a companion of the victim, believed to be a crazy grudge against Richard and his friends. Soon the list of victims grows and includes one of the Rich surfing friends.
