MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1989 film?

The town is paralyzed by fear. A murderer has sown the streets of corpses that are tattooed with a primitive sign. Jefferson, a skilled and experienced police have proposed to end the panic. Hardly, however, achieved suspect who it is and only a sudden revelation will put you on the track of the murderer.
