MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2012 film?

In Taeter city everything is handled by the iron fist of the dictatorship: The Autority. These use a special radio wave called Zeed to alter the brains of demented criminals, forcing them to commit suicide in the most horrific ways. A special police recovered their bodies and delivers them to slaughter a mega - chain of human flesh food they need to feed the masses. But a failure to Zeed system makes it no longer works the way it should, criminals do not commit suicide, but become more violent, because radio waves are getting stronger.
