MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1987 film?

A crazed vigilantes and neo -Nazi trends try to dominate the later California beaches from the devastating effects of an earthquake that kills most of the population of the U.S. coast. A rival gang of surfers surfers challenge the Nazis and California beaches become battlefields. The only person who can deal successfully with the Surf Nazis is Leroy Mama, the vengeful mother of a boy who died at the hands of these surfers Wing Extremism.
