MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1989 film?

Futuristic story in which a government official and his partner chase a fugitive to hunt. Unfortunately for the couple, the fugitive is kidnapped by a maverick explorer seeking rescue. The officials decide to tighten the catch, chasing both individuals, to the quarry that is a refuge for their captors. It gets dangerous when the adventurer and his captive enter the " slipstream " a very dangerous wind ravaging Earth. A remake called Slipstream (2007) was made based on this movie.
