MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2002 film?

Taipei, Taiwan's bustling capital, is a city in which the high-tech paraphernalia of modern life complete with traditions that date back four thousand years of Chinese history. It is a place where ghosts are regarded as real as skyscrapers and in which a police officer is facing problems as dark demon that threatens not only his life but also his own soul. The great detective Huang Huo -tu is crumbling. As payment for his contribution to undo a web of corruption in the body, is moved to do the worst job in the Foreign Office. His peers have given back, and his wife, Ching -fang is getting divorced. But then, three gruesome murders shake the department. The victims are not related, but the Colonel finds a mysterious black sludge in their brain, along with the evidence that they have all died in a hallucinogenic state. Then the surprise. Clearly there is a serial murderer released, but the first in the history of Taiwan, and the police are not prepared to take the case. With people to panic, the high command asks reluctantly helps its closest ally ? U.S.. The FBI sends his best expert, Kevin Richter. Now that a foreigner is involved, Huang has to do something really, although it is a problem. His old friend, Li Feng - bo, warned that if the Americans to help solve the case, will again embarrass the department, and Li can not help. But Huang detective instincts are stronger than his ability as a cop, so he and Richter are put to work, and make rapid progress.
