MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

David Kellum reaches Iowa town where he has to start his veterinary studies. Then you discover as Scanner. Commander Wayne Forrester thus recruit to use their powers in favor. Their goal is apparently true that the mayor police chief name. But David soon realize that what the commander intends to invent a police state run entirely by scanners. David flees, meets his sister Alice, and also try to stop Forrester together in his attempt to invent an army of scanners.
