MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1990 film?

Rodrigo does not have even 20 years. It's in a window of the top floor of a downtown building in Medellin. Going to jump on that city also oppresses him, calls him, it marginalizes. He has no choice, he yells to the city. Time stops and also there is all that has been his life and what surrounds it.
