MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1989 film?

Set in an alternate universe where global warming has devastated much of the land and the world is suffering from an economic depression that even led to increased crime. The chronicle revolves around Saiga Riki - Oh, blessed with inhuman strength, which, after taking revenge against a yakuza who was responsible for the death of a child who befriended him, ending in a maximum security prison, owned by a private organization. The chronicle continues with Riki and search for his younger brother Saiga Nachi wearing a swastika on his right hand and also possesses superhuman strength. Riki - Oh are several opponents, either with superhuman strength or martial arts experts during your trip.
