MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1981 film?

During the 1930s very honest human being is sent as Regional Officer of the Capital City of the State of Yucatan. Once there is a profound corrupt bureaucracy, headed by the Secretary. When Governor discovers this, Torres angry, and leads a military movement which also ends with the murder of the governor. Torres gives Villamosa vacant place and in this way to treat him like a puppet. He agrees with the idea of trying to suppress corruption, however this is more trouble than you think.
