MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1993 film?

The evil Dr. Klaus, a vampire, has perfected a chemical compound, injected into a human, it turns into a vampire. He has distributed the product select and exclusive circles in many countries of the world as a revolutionary treatment to some extent prolong the life of the people, notwithstanding all this also the chemical compound injected also becomes, in the few sessions, to the person receiving a slave subject to the will of Dr. Klaus.
