MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1988 film?

In a magical artifact called the Bone of Scone, that gives " Puppy Power " to the Pound Puppies and Pound Puppies Purries. However, a villain named Marvin McNasty plans to take it and use it to dominate the planet. Without the Bone of Scone, humans will not understand what animals are saying and, if broken, Puppy Power will be lost forever.
