MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1990 film?

Palermo 1936. The employee fascist Tommaso Scalia has committed three murders and is also expected to be sentenced to the death penalty. Judge Vito Di Francesco, contrary to the general opinion is in favor of life imprisonment and will try to prevent the death sentence.
