MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1992 film?

Phoebe, an American tourist, and Julian, an American actor unemployed, know when they find a lost dog in Rome by also offering a substantial reward. When they go to Monte Carlo to handing it over to its owner, a wealthy woman, is found dead. Through a series of misunderstandings will be involved in the murder by an American couple.
