MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2003 film?

Niki is a retired colonel. His son just died from an accident and her daughter is married to the son of Flo, her neighbor across. The couple is about to emigrate from Romania to the United States permanently. Flo is a vestige of the bohemian life of the seventies a busybody, fan video, which dumps its instincts repressed tyrant in the person of Niki.
